If the hit-and-run share were going up, the city could call it a crime wave. If it were going down, an enforcement success. Instead it's been almost perfectly flat — a structural baseline, most likely tied to El Paso's elevated uninsured driver prevalence and its border city demographics.

From 2022 through the most recent full year, El Paso's hit-and-run rate moved by less than one percentage point. The 2022–2025 spread is 28.3%–29.3%.

Methodology

Source. TxDOT Crash Records Information System (CRIS) public Query Builder at cris.dot.state.tx.us. One attribute-list export per year (2022, 2023, 2024, 2025, 2026 YTD) filtered to City = EL PASO, all severities, all crash types. Raw extracts preserved in the project archive.
Time window. 2022-01-01 through 2026-04-24 (YTD). TxDOT noted a processing backlog in mid-April 2026; 2026 YTD may undercount the final 1–2 weeks.
Unit of analysis. Unique crashes (82,107) after deduplicating on CRIS Crash ID. The raw extracts contain one row per person involved (201,322 person-rows total), denormalized across crash × unit × person.
TxDOT highway codes. CRIS reports highway-system street names as internal codes (IH0010, SL0375, US0054, FM0659, etc.). We translate these to locally-used names (I-10, Loop 375, US-54, Zaragoza Rd, Doniphan Dr) in published tables. Crashes on I-10's Gateway Boulevard access roads (Gateway Blvd East and West) are listed as "[cross street] & I-10 Frontage Road" rather than "I-10 & [cross street]," since vehicles at these intersections are on the Frontage Road, not the interstate itself.
Reproducibility. Full Python source for ingestion, cleaning, and analysis is preserved with the project. Raw CSV extracts available on request.
Hit-and-run definition. A crash is flagged as a hit-and-run if any unit (vehicle) involved has the CRIS Vehicle Hit and Run Flag = Yes. This matches investigative practice: a multi-vehicle crash where one driver flees still counts.
Intersection identification. A crash is assigned to a named intersection only when both Street Name and Intersecting Street Name are populated AND At Intersection Flag = true. 21,462 of 82,107 crashes meet the strict intersection definition across 4,030 unique intersections.
Rate-based ranking threshold. Minimum 30 reported crashes over 5 years to qualify for the "worst by rate" ranking. Prevents tiny-sample artifacts.
National comparison. The ~11% U.S. urban hit-and-run share is from the AAA Foundation for Traffic Safety's 2018 research brief on hit-and-run crashes, the most recent peer-reviewed national estimate we're aware of.
